Van der Waals Theory in the style of Maxwell

A new formulation of van der Waals theory will be presented, which applies
to two systems of arbitrary size, shape or composition. It is inspired by
the approach of Maxwell to electromagnetism in material media and emplys
time-dependent density functional theory for its practical execution.
